Research On The Path For Local Academy Of Social Sciences Think Tanks To Participate In Government Decision-making

As a comprehensive research institution of policy decision-making consultation,think tank of local academy of social sciences can provide strong intellectual support for scientific decision-making of local party committees and governments,improve the quality and level of government decision-making,and promote the scientific and democratic process of local government decision-making.Nowadays,public affairs in our country have become more and more complicated and diversified,so the government's demand for decision-making consultation has become more and more vigorous.Intellectual capital is highly valued by decision makers.However,think tanks of local academy of social sciences still face difficulties in the process of participating in government decision-making,such as poor channels of participation,single forms of participation,insufficient transformation of research results,and imbalance between supply and demand of intellectual products.As a result,the think tank of local academy of social sciences failed to fully play its core function of political advice.The key to the effective participation of the think tank of local academy of social sciences in the decision-making process is to establish and perfect the consultation channel of government decision-making and improve the path for the think tank of local academy of social sciences to participate in the decision-making process of the government.Taking G provincial academy of social sciences as the main research object,this paper studies and discusses the way of local academy of social sciences think tank's participation in government decision-making.First of all,by combing the related concepts of think tank of local academy of social sciences and combining the elite theory,policy process theory and participatory governance theory,this paper builds a basic theoretical analysis framework.Secondly,by sorting out the specific ways that think tanks of the local academy of social sciences participate in government decision-making,it is mainly divided into direct participation path and indirect participation path,providing the corresponding operating mechanism for the writing of this paper.Thirdly,with the application of theoretical basis and operational mechanism,this paper takes G provincial academy of social sciences as a case to analyze the current situation,predicament and reasons of its participation in government decision-making.It is found that the think tank of the G provincial academy of social sciences is faced with such difficulties as the lack of decision-making channels for coordinating results,poor decision-making consulting environment,low conversion rate of research results,and limited decision-making influence.Based on the in-depth analysis,it is found that the reasons leading to the think tank's participation in government decision-making mainly lie in the government's lack of demand for intellectual support,think tanks have insufficient supply ofintellectual products,and the sluggish development of the supply and demand mechanism.Finally,based on the various difficulties of the think tank of G provincial academy of social sciences participating in government decision-making,this paper tries to put forward solutions to improve the government decision-making consultation system,improve the supply capacity of think tank products,and improve the supply and demand mechanism of think tank products.The purpose is to provide a more effective way for the think tank of local academy of social sciences to participate in government decision-making consultation,so that it can give full play to the function of political advice,so as to promote the scientific decision-making of local government.
