The Optimized Study On Guangzhou Volunteers’ Union In Guangzhou Urban Fringe Role In Public Service The Public Services

With the deepening of reform and opening up, the perfecting of socialist market economy,the further improving of the political democratization, the increasing needs of social security,the gradually increasing awareness of citizens to participate in social management. NGO, whohas played a active role in poverty alleviation, environmental protection, social redistributionof resources in various fields, is becoming more and more important force to be reckonedwith in the social development. This paper attempts to explore the local NGO needs ofimprovement in practice by studying the Guangzhou volunteers association’s effects inGuangzhou urban fringe areas’ public service.The thesis is divided into five parts. The first chapter is the introduction, whichintroduces research background and significance of the topic. The chapter gives a briefoverview of current NGO development documents at home and abroad, and describes theresearch methods and the main content. The second chapter introduces the concept, featuresand functions of the urban fringe areas, non-governmental organizations (NGOs), publicservice. Meanwhile, the thesis does a more detailed introduction of relative theories, such aspublic service theory, the theory of the third sector, voluntary failure theory. The third chapterwill analyze the optimization and problems of Guangzhou volunteers association participatingin urban fringe areas’ public service. The chapter starts up with questionnaire data, gives arespective description of Guangzhou NGOs and Guangzhou volunteers association involvedin the urban fringe areas. Then it makes a detailed exposition of the actual situation ofGuangzhou volunteers. According to the problems which the survey data reflects, the fourthchapter will analyze the constraints factors of the Guangzhou volunteers association involvedin the urban fringe areas. The factor analysis focuses on the internal and external factors.Combined with the relevant literature, the fifth chapter reflects on the optimization ofGuangzhou volunteers association in the urban fringe areas’ public service and proposesolutions on the basis of previously elaborated problems and limiting factors of optimizationprocess on the Guangzhou volunteers associated in the public services. In order to maintainconsistency with the previous concept, the chapter discusses from three aspects such asGuangzhou volunteers association self-purification, external supervision and management,practical enhancement of the urban fringe areas.
