Study On Equalization Of Water Supply Service In Urban-Rural Fringe Of Jiujiang City

The report of the 19 th CPC National Congress divides the equalization of basic public services into two stages,striving to achieve the overall equalization of basic public services by 2020 and basic public services from 2020 to 2035.This year is not only the year of acceptance of the first phase of work,but also the year of looking forward to the goals of the second phase.In the field of equalization of water supply services,Jiangxi Province issued the "Guidance on the overall Implementation of the Integrated Water supply" on May 12,2020,taking the integrated water supply as the policy guidance for the basic realization of the equalization of water supply services in the next stage.the aim is to form a "homogeneous,same water supply network,same price,same service" water supply service that breaks regional restrictions and is shared between urban and rural areas.In this study,through the analysis of the related concepts of urban fringe community,equalization of basic public services,water supply integration and so on,it is found that urban-rural fringe is a key area in the process of urbanization.Because of its dynamic geographical location,particularity of urban-rural dual structure,complexity of supply and demand and other reasons,it is difficult to form equalized water supply services with urban central areas.Therefore,the unique area of the urban-rural fringe is selected as the research object to evaluate the policy implementation efficiency of the water supply integration model in this special area.Through the field investigation of the current situation of water supply service in Jiujiang City and the investigation of residents' water use satisfaction in Jiujiang City,it is found that there are still some problems in water supply service urban-rural fringe.Through interviews with residents of urban-rural fringe,staff of water supply enterprises and grass-roots government staff in Jiujiang City,this paper analyzes the reasons for the inequality of water supply services in urban fringe communities.First,the government's supervision of water supply services in this area has insufficient coverage and unclear powers and responsibilities.Second,unlike the relatively stable relationship between supply and demand of water supply services in urban and rural areas,this area is more likely to be affected by the rising demand for water supply brought about by urban development,resulting in a shortage of funds for water supply construction;third,compared with other urban areas,urban-rural fringe are built more frequently than other urban areas,so it is difficult to form unified standards forconstruction and maintenance.Fourth,the government and water supply enterprises are lacking in the disclosure of water quality and water price information,and it is difficult for residents in urban-rural fringe to form a clear concept of water use;fifth,some employees of water supply enterprises still have the solidification ideology of employees of state-owned enterprises,which the sense of service is low.Finally,combined with the core concept of the governance of social affairs under the governance theory,this paper proposes to clarify the government functions to realize the supervision of the whole stage of water supply,to improve the water supply fund guarantee system to break through the bottleneck of water supply construction,and to coordinate the development of production and supply in the overall planning of pipe network construction.implement the water price system with open cost.The countermeasures and suggestions to strengthen the modernization of the management concept of water supply enterprises and to cultivate a dynamic society with active participation and cooperation to realize the equalization of water supply in urban fringe communities.
