Changes in the condition of the society deeply affect the development of Non-Profit Organization.In addition to the self-ability building of the NPO,those external factors from the government and enterprise have a great effect on its operation.It is of great significance for us to study the external situation when studying social organizations. As a special kind of NPO, whether the nonprofit management supporting organizations(MSOs) are able to work depends on its cooperation with the government and enterprise.The paper takes Shenzhen Social Organization Incubator as a case study and focuses on Shenzhen NPI Social Organizations Development Center(NPI).Using the theory of Cooperative Governance and related concepts about supporting organization,the paper analyzes Government Purchase of Public Services, Corporate Social Responsibility, social benefits during the operation of Shenzhen Social Organization Incubator.The paper points out that,as a type of supporting organization,Shenzhen NPI faces new field of charity since it doesn’t serve grassroots directly but build a platform for the communication between government,enterprise and NPO.In the meantime,the arising of NPI has been promoting the cultivation of social organization from Government-Leading to Spontaneous Formation. As is further pointed out by this thesis,NPI has been in a dilemma because of the non-institutionalized political participation,lacking in cooperation with enterprises, and policy restrict ions, which undoubtedly hinder its further development.
