Local Government And Social Organizations Collaborate On Governance Research

Nowadays,China is in an important stage of transition,and various social problems are concentrated.In this context of great transformation,people pay more and more attention to how to effectively explain the social phenomenon and the disposal of social problems,and the innovationof the governanceconcept,with a view to achievethegovernment's governance system and governance capacity of modernization.Under the condition of our system,in the process of dealing with the social problems,the local government plays an important role,and actively seeking an effective way to solve the problem has become an important work of the local government.Simultaneously,governmental functions are also facing transformation,social organizations are gradually initiated to rise and take advantages,local governments need to correctly handle the relationship with social organizations,define and implement governance rights,to achieve co-governance.In the great practice of government governance,the mode of innovation and social governance is needed.Cooperative governance,as one of the many governance models,is also a tool to obtain the effectiveness of governance.This study focuses on the collaborative governance of local governments and social organizations.For a long time,the collaboration between local governments and social organizations has stirred many people's discussions and in-depth research,and most studies have focused on the functional definition of the government,or emphasized on how important social organization is.However,there is little concern about the cooperation or collaboration between local governments and social organizations.In the context of the great changes in social development,collaborative governance as a governance mechanism,if we want to achieve governance performance,then the active participation of social organizations and collaboration is particularly important.Therefore,on the basis of "cooperative public management" and the core concept "governance" and "cooperation",we try to construct the framework of "cooperative governance" theory analysis,try to use "cooperative governance" as local government and social organization of collaborative governance analysis Perspective,in order to achieve the integration of collaborative effects and social stability of the feasibility of the path.Firstly,define the core concepts to be addressed in this study: governance and collaboration.Secondly,analyze the background,mechanism and its predicament of cooperative governance,analyze the interactive relationship between cooperative governance and social integration and harmonious and stable,and accumulate the theory of local government governance.Thirdly,take the practice of social governance in W district of Guiyang as an example,this paper discusses the process of construction and development of W organization social organization incubation base,summarize the local government's mechanism of social governance innovation,and obtain the support of empirical materials.Fourth,in discussing the basis of local government functions in the process of social governance,we continue to analyze the plight of local government and social organization.Finally,explore the ways of local government innovation and governance,the interactive action strategy and institutional logic of "local government-incubation base-social organization".In this study,questionnaires,emi-structured interviews,literature research and case studies,based on the local government social governance practices,analyze and refine case information and The decision-making options for collaborative governance of social governance provide an alternative and a tool.Collaborative governance perspective can expand our local governments and social organizations as well as the relationship between the effectiveness of local governance understanding and analysis dimensions,abundant local government behavior and social governance transition theory explanatory power.Collaborative governance is the governance mechanism under the local government-led;collaborative governance do respect the rights of social organizations,achieve local government and social organizations active collaboration;collaborative governance is not a direct method of coordination,but indirect collaborate to reduce collaboration transaction costs;collaborative governance requires local government construction and development of social organizations incubators,hatching and nurturing society organizations,enhances collaboration mechanism.The government plays a leading role in the economic and social development;the transformation and development of the economic society will inevitably bring about the transformation of government functions and governance;local governments and social organizations play an important role in social governance;government-led social organization incubator base Construction and development for its collaboration with social organizations to provide a collaborative environment and mechanisms;need to re-understand the local government governance and local government and social organizations,the necessity and feasibility of collaborative governance.Innovate the way of local government governance,improve the effectiveness of governance and public management,change governance thinking,pay attention to the choice of cooperative governance strategy,to maintain social stability and promote social harmony.
