Research On Opening-government Construction In China

With the development of globalization and information technology, the government’s reformation and innovation has become an important issue which should adapt to the requirements of globalization and the construction of the socialist market economic system and political civilization. Since the transformation of government functions and the deepening reformation of administration, how to build a transparent, opening and collaborative "Opening-government" has become an unavoidable topic in the government reform process."Opening-government" is a fundamental change for the traditional closed governments, which includes the variety of concept, function, and structure and behaves. Opening-government is a kind of governance models that based under the rule of law and service-oriented direction, and besides it’s also an important goal to achieve the transformation of the government in the new era.Opening-government is a major breakthrough which can lead the transformation of the government to an e-government in the new era. With the help of network, opening-government could achieve the reformation of the government organization, optimization of the administrative business processes and services. Furthermore it can not only to promote the free exchange of information and automation in the government office, but also it could provide varieties information of public services for citizens, legal persons and other organizations in time, that would reverse the traditional government management model by which citizens, legal persons and other organizations could enjoy the initiative government services. Under the opening-government model, government can make use of the network to show the process of government services, procedures, and ways of doing things and the government’s decision-making process, administrative resources, administrative results to the public, meanwhile the public enjoy the equal selective and initiative right to the government services.However, due to the present stage is still in the exploratory stage, in which exists the problem of lacking practical experience in the construction of the "opening-government". Some problems such as the lack of theoretical guidance, legal protection lack are needed to be solved. This paper analyzes on the basis of building opening-government status quo, in addition to summing up the experience of Japan and other developed countries in building open government. We study its theoretical basis and practical measures; analyze the pros and cons of its opening-government construction dialectically. All these will be combined with the realities of China’s opening-government constructions that offer us feasibility experience for opening-government construction in China.Opening-government is the outcome of governments’functional changes and administrative reforms under the globalization trend, which cater to the urgent requirements of the public administration era and the rise of the knowledge-based industries era. Globalization has brought a new world political order, economic order that can impact on every country, so that a new opportunities, challenges, powers and responsibilities have shown up to every country, every government. Only through the construction of opening-government, we can gain the opportunities and solve problems that may arise in a variety of challenges.
