Ethical Research On The Choice Of Administrative Behavior

The choice of administrative behavior is the practical problem that administrators are faced with inevitably in the domain of administration, especially when they do their duties. It's a certain trend that the choice of administrative behavior appeals to virtue and value. The key to our country is that the government and administrators' administrative choice must accord with administrative ethics. However, because of uncertainty of ethical choice, administrators often find themselves in ethical dilemma. And the dilemma can't be resolved through simple observation and application of codes of ethics. So, in view of factors that could come up during the choice of administrative behavior, the thesis tries to construct a system, in order to provide a practical approach to lead administrators out of dilemma.The thesis is comprised of four chapters as following:The first chapter demonstrates the theoretical basis of ethical research on choice of administrative behavior. From Wilson's Politics-Administration Dichotomy, to Simeon form, then to New Public Administration and New Public Management, is the research on unreal person. Only virtuous administrator can make a judgment and choice rationally.The second chapter sets forth practical significance of ethical research on the choice of administrative behavior. Compared with other behavioral choice, the choice of administrative behavior has its own characteristics. So, it contributes extremely to. administrators' process, rational administration and building of socialist market economy and culture and ideology.The third chapter researches ethical dilemmas in the choice of administrative behavior. Administrators have taken multi-responsibilities of administration, and these responsibilities often conflict, which results in dilemmas. The dilemmas usually take forms of right conflicts, role conflicts and interest conflicts. Therefore, administrators must realize correctly utilitarian value, relation between ends and means and ethicalcompromise.The fourth chapter explores a framework to build ethics of choice of administrative behavior. It's composed of political support, legal system, organizational system, organizational culture and public participation. They work in coordination, finally to help administrators to strengthen virtue and make responsible choice of administrative behavior.
