Since1997, our country has gradually established a system of comprehensive administrative enforcement in urban management. The establishment of the system has impacts on improving the appearance of the city, increasing the efficiency of law enforcement and enhancing the city’s image. But, some issues and controversies have occurred continuously. Our country’s comprehensive administrative enforcement in urban management is gradually into a dilemma. In this regard, by taking Cui Yingjie case as an example, this paper uses a new analysis of Bauman’s order aesthetics to make a deep analysis in the dilemma. It points out that the root of the dilemma lies in government’s pursuit of order aesthetics in the process of urbanization, marketization and modernization. The dilemma is not only the problem of urban management, but also relates to a social management reform. In other words, the dilemma of the comprehensive administrative enforcement in urban management reflects the obstacles and crises of the government in urban management and social governance model currently.Therefore, this paper argues that we should think about the theory and practice of china’s comprehensive administrative enforcement in urban management in the new context of the social management innovation. To resolve the dilemma, the most important thing is that government should change the thoughts of order aesthetic and pursue the core values of fairness and justice. In addition, we should also to improve relevant laws and regulations, adhere to humane law enforcement and flexible enforcement, strengthen the team construction, insist on the multi-stakeholder involvement and co-governance, improve the law enforcement environment and improve the supervision mechanism.
