Regulation of the People’s Republic of China on the Disclosure of Government Information is the basic regulations of government information disclosure in our country, and is an important measure to strengthen legal construction of the government. The promulgation and implementation of the Regulations is an important milestone of administration according to law and the development of democracy and legal system in the Chinese history, its real influence and worth are far more than a regular component of the administrative rules and regulations.China is at a critical transition now, there is much improvement of space in the laws and regulations. As manager of the country, Administrative organs is being changed from the original instruction-oriented government to the service-oriented government. In this particular period, The role of the executive should be the guide and guarantor of social development. From a practical point of view, the absolute asymmetry of information provides soil for some lawless elements’fraud and government officials’corruption and abuse of power. Government information disclosure can reduce information asymmetry between administrative authorities and public, effectively improve the conditions of the community supervision, play a positive role in the suppression of the crime of dereliction of duty, corruption and abuse of power. However, due to China’s government agencies are in the position of absolute control for a long time, many of the administrative authorities are unable to enhance their awareness of information disclosure temporarily, it is also obstacles the deeper development of government information disclosure system.This article starts on introducing the development of the government information disclosure, it reviews the development of government information disclosure right now in our country especially since the Regulations has been published. The paper uses case analysis, empirical analysis, around the issues arising in the practice, puts forward own views on the current government information disclosure system and some unscientific, not clear and smooth problems in operational aspects.
