Strategy Research Of Establishing Earthquake Preparedness And Disaster Mitigation Model City In Guangdong Province

As an important part of national public security, earthquake preparedness and disaster mitigation is an essentially fundamental and public-good career, related to protect people’s lives and property and sustainable economic and social development. Being an important basis and organic component national-wide in our country earthquake preparedness and disaster mitigation in city is the main platform of contacting, organizing and servicing society. The potential risk of most of urban earthquake disaster in our country is very high. Especially with the rapid development of urbanization, rapidly improving the urban comprehensive ability to prevent and mitigate earthquake disasters is strongly urged for making the public security and constructing a harmonious society.This paper explores the work of establishing earthquake preparedness and disaster mitigation model city in GuangDong Province. From the macroscopic view, through the analysis to reach service-oriented government and the public demand, it orients earthquake preparedness and disaster mitigation correctly in the social management and public service. By strengthening the social management function, awareness and management by law, this study innovate new approach to promote the career change from professional work-oriented to governmental functions-oriented, from inner management-oriented to social management-oriented, from self-development-oriented to public service. Analyzing policy direction and management features, functions and trend, the advantages and disadvantages, specifically through research of content, implementation process, effect and policy in establishing earthquake preparedness and disaster mitigation model city in GuangDong Province, it discusses problems and suggestions of improving work.This paper’s study methods include literature retrieval, interview, online research. Combining field survey and literature research, through the consult and reference a large number of domestic and foreign research literature and data, combing the history and present situation of earthquake disaster preparedness and mitigation in our country, through on-the-spot investigation the creation of model city,using the collected information and discussion with local seismic work department, we achieved a lot of firsthand material.Main innovation of this research lies in:in the form of master’s thesis, on the basis of actual working content, combined with graduate student social practice activities, reflecting the government’s public management theory and practice in establishing earthquake preparedness and disaster mitigation model city in GuangDong Province, and on the research results with strong pertinence and operability, the study proposes specific mitigation of the new public management theory in the management of earthquake preparedness and disaster mitigation, discusses systematically the cultural construction. This paper provides reference for the future similar social management work and the implementation of establishing earthquake preparedness and disaster mitigation model city nationwide.
