Since the beginning of the 21 st century,China has entered a period of relatively active earthquakes. The number of earthquakes has increased significantly, and the distribution range has expanded significantly. The situation of national defense earthquakes and disasters is severe.According to statistics, the number of earthquake deaths in China is the highest in the disaster, accounting for 52% of all natural disasters. In addition, more than 58% of China's mainland's land area and nearly 55%of the population are in high-risk areas of earthquakes. The government attaches great importance to the construction of earthquake-resistant and disaster-reduction capabilities in the whole society.Rethinking the tremendous damage caused by the devastating earthquakes such as Wenchuan,Yushu and Ludian, the rural area,as the first scene of disasters, has become the most direct and serious area affected by the disaster. This is mainly due to the influence of traditional concepts and the limitations of basic conditions.Rural communities are accustomed to relying too much on government emergency management and ignoring their ability to prevent earthquakes and reduce disasters. Moreover, rural communities are vulnerable to earthquake disasters, and their ability to organize earthquake relief is low. Therefore,we must pay attention to rural earthquake prevention and disaster reduction work, and strengthen research on the capacity building of earthquake preparedness for rural communities. From the perspective of self-organization theory, this paper selects the communities under the jurisdiction of Meichuan Town,Jixian County as the research object, and obtains the key variables affecting the capacity building of self-organized earthquake disaster emergency preparedness in rural communities through quantitative analysis, and analyzes the key variables faced by the interview data.Realistic challenges, and finally put forward corresponding improvement suggestions. The article consists of six parts in total. The introduction part clarifies the necessity of self-organized introduction of earthquake disaster emergency preparedness capacity into rural communities by combing the research background, significance and research status at home and abroad. The first chapter introduces the relevant core concepts and theoretical foundations. The second chapter is an overall design of the research framework.Explain the role of introducing community self-organization,introduce the main content of rural community self-organized earthquake disaster emergency preparedness capacity building, and propose relevant research hypotheses. The third chapter examines the research hypothesis.By analyzing the effective data collected, the following conclusions are drawn: First, through one-way analysis of variance, community identity, age and education level have a significant impact on the capacity building of self-organized earthquake disaster emergency preparedness in rural communities;Through correlation analysis,it is found that the four explanatory variables have different degrees of correlation with the explained variables.Thirdly, through linear regression analysis, emergency resource support capability, resident emergency participation ability and self-organized structural emergency response capability are affecting the self-organization of rural communities. The key variables of earthquake disaster emergency preparedness capacity construction;the above analysis results show that the research hypothesis proposed in the previous paper is basically established, and the research on self-organized earthquake disaster emergency preparedness capacity construction in rural communities is very feasible. In the fourth chapter, through the analysis of the interview data,it is concluded that the self-organized earthquake disaster emergency preparedness capacity of rural communities faces the realistic challenge of low residents' awareness of emergency participation, unclear responsibility of self-organized structure of the community and insufficient external resource protection. The fifth chapter puts forward some suggestions on improving the capacity of rural community self-organized earthquake disaster emergency preparedness from three aspects: enhancing residents' awareness of emergency participation, strengthening the self-organized structure of the community, and strengthening the protection of grassroots government resources.
