Antonio Gramsci(1891-1937) was one of the founders of the Communist Party of Italy. He wrote<Prison Notebooks> in prison, which was composed by33notes. The book elaborated Cultural Hegemony Theory, emphasized the leader of laws must pass ’the positional warfare ’to propagandize ruling class’s cultural and ideology in the civil society, carried the morals and spiritual education, to win populace’s approval, so as to obtain Cultural Hegemony.Although Gramsci’s Cultural Hegemony formed in the20th20s-30s, a lot of countries have never stopped to contend for Cultural Hegemony. Especially since the end of2011, staged a coup in Arab, which was precisely the contest between Middle East, the North Africa and the Western countries about Cultural Hegemony. Through analyzes the reason of Cultural Hegemony crisis in Arab, sounds the alarm for our country’s ideology security.The paper is divided four parts. First part:Elaborated the context of the theory of Cultural Hegemony from history background and theory background. Second part:Induced the basic content of Cultural Hegemony from four parts, which were the philosophy foundation, the organizer and disseminator, the implementation place and the strategy. Third part:Analyzed the reason caused the unrest in Arab from the home and overseas two aspects. Fourth part:Absorbed lessons from Arabic countries, and summarized enlightenment which our country should obtain.
