with the acceleration of urbanization in cities,there have been siginificant changes in China’s urbanand rural structure. A large amount of rural labor flour to the cities,to become the important worker of thecity. The rural population the family to the city flowing phenomenon more and more frequently, which alsoled to the city another group, with parents process workers of the "floating children", these migrant childrenmost at the stage of compulsory education, compulsory education problem they gradually become one ofthe major concerns of our society. Migrant children compulsory education still exist many difficulties,migrant children did not enjoy compulsory education, which leads to the problem of migrant childreneducation, compared to the city household register children, their education obviously unfair treatment. Therealization of educational equity is an important measure to promote the building of a harmonious societyin China, but also judge the social harmonious important value scale. Therefore, in the process of theconstruction of socialist harmonious society, we must face the problem of migrant children education.To solve the problem of migrant children education, let them enjoy the fair education, is thegovernment sector in the process of building a socialist harmonious society is a systematic engineering.Unfair education for the migrant children because there are two aspects of history and reality. So to solvethe migrant children education problem is not accomplish at one stroke, but the government a long-termproject. To solve the problem of migrant children education fairness, is under the leadership of thegovernment departments, depend upon the strength of entire society, long-term efforts from all aspects.Aiming at the problem of migrant children education, from the education fair angle to theresponsibility of the government, as the starting point of studies, conducted a comprehensive analysis of theproblem of education of migrant children. Firstly, this paper reviews the related theory of education, mainlyhas carried on the analysis to the education equity theory, public goods theory, theory of socialdevelopment and the new citizen theory; secondly, analyzes and studies the unfair to China’s migrantchildren education problems, mainly from the two aspects of the present status of China’s migrant childrenand the performance of unfair education are analyzed; thirdly, the government responsibility in theeducation of migrant children in to carry on the analysis; finally, based on the previous research, on this basis, put forward in the floating children’s education problems in the government should fulfill theresponsibility, hoping to provide certain reference significance for the problem of migrant childreneducation in china.
