In developing countries, urbanization and modernization are the insurmountable two stages in the development process and they are also the objective laws which are not followed by the people's will. It is a major liberation of productive forces in rural areas that the majority of farmers liberate from the fetters of land to developed and urban areas, to the second and third industries, which is also a sign of social progress. However, the migrant workers are a group of special people, who are a special product of the historical process. As their integrating into urban life, the process triggered a series of contradictions, to bring the city a new social problems.Among them, what is particularly worth mentioning is that with the increasing number of children of migrant workers, the continuing expansion of their compulsory education contradictions become so increasingly prominent that the city's administration is under the large pressure and at all levels of government and society become increasingly concerned with the issue. In the new situation, how to adhere to the main guide of the inflow government administration, of full-time-run primary and secondary schools, and how to take a variety of forms to be in line with local conditions and to protect the right of the children of migrant workers to receive education according to the law, all of these has not only become a daunting task during the development process of China's education cause , but also an important subject in the current process of building a socialist harmonious society . Based on the background above, the research on how the children of migrant workers receiving compulsory education has an important theoretical significance and practical value.In this paper, the research background and significance of the compulsory education for children of migrant workers were firstly described, and an overview of domestic and international research status on this issue was summarized, followed by the comprehensive relevant concepts of compulsory education for children of migrant workers and a brief review of the relevant theoretical basis. The third part is about the status and problems on compulsory education for Chinese children of migrant workers, as well as the efforts our government has made, which is described from three aspects, that is the size of the children of migrant workers, relevant education policies and regulations and education model, together with the analysis of systemic issues and government accountability which have caused the plight of this education issue. The fourth part of this major study is about system innovation on compulsory education for children of migrant workers in Chinese cities, from the following five aspects, that is, the reform of the existing household registration system, the reform of the financial system of China's compulsory education, the improvement of management system on the compulsory education for children of migrant workers, and the building of the supervisory system on policies implementation and improvement of the social assistance system. Part five of this paper is to reiterate to distinguish and implement the governmental responsibility for compulsory education for children of migrant workers , namely demanding that the central government, the governments of inflows and outflows should actively perform their duties, which together with a good solution to migrant workers to move towards the issue of compulsory education of their children.
