As a third-party governance force is different from the government and market,non-profit organizations play a vital role in management of public affairs and diversification of public service supply,and its significance is increasingly valued by policy designers and scholars.To create a benign institutional environment for the cooperation between the government and non-profit organizations is a significant part of promoting the healthy development of diversified social governance.It is also a vital issue to be solved in the process of strengthening the communication between the government and the society.The cooperation between the government and non-profit organizations is restricted by many factors.Its institutional environment is not only restricted by economic environment,political environment and social environment,but also restricted by informal system.This thesis aims to analyze the institutional environment of bilateral cooperation,find out advantages and disadvantages,and then draw relevant improvement suggestions.This research commences the following aspects:Firstly,by sorting out documents,this thesis concludes the connotation and extension of conceptions about institutional environment,and makes further efforts to define dimensions in the institutional environment of the cooperation between the government and non-profit organizations in this thesis as a reference frame for further analyzing the promotion and hindrance of institutional environment.Secondly,this section mainly studies the current institution of efficiency analysis of bilateral cooperation.The effectiveness of a system is the promoting effect of a system or institutional environment.Before the effectiveness analysis,the historical evolution of the cooperation between the government and non-profit organizations in China is firstly sorted out,and then the overall impact of the current institutional environment of the cooperation between the two sides is summarized,providing a basis for the subsequent analysis.Secondly,the bilateral cooperation which produces promoting effect is the establishment of China's socialist market economic system,the sound political development and social environment.Thirdly,this part mainly researches the restrictive analysis of the current system on bilateral cooperation.Institutional constraint refers to the hindering effect of a certain system or institutional environment.For instance,the imperfection of the market economicsystem leads to the imbalanced cooperation,the lack and surplus of the system caused by the fragmentation of the government,the characteristics of the progressive reform,and the limitation of the cooperation field caused by the promotion championship mechanism,etc.To some extent,these issues hinder the cooperation between the government and non-profit organizations.Fourthly,suggestions on improving the institutional environment of mutual cooperation.In view of the existing issues,the thesis puts forward to promote the benign interdependence between the government and the society from the macro perspective,while from the micro perspective,a series of arrangements conducive to cooperation should be adopted to propose advice on improving the institutional environment for the cooperation between the two sides.This thesis regards government management of related theory as the main line,fuses new institutional economics,organization sociology,political philosophy and other multi-disciplinary theory to do the research.And this thesis also give a clear definition about the institutional environment of cooperation to strive for connotation and denotation,behavior characteristics and development trend to make a judgement and draw the conclusion of cooperation between the two sides on institutional environment level.
