Since the founding of Beijing spring Reform School in1955July, reform educationhas a history for more than half a century. During the period, it had gone throughfounded, closed, recovered and reformed. Reform Schools receive12-17years oldminors who have illegal, minor crime or other serious adverse behavior, they can’tonly adapt to the ordinary school, but also did not reach the reeducation through laboror criminal punishment. Reform Schools is responsible for educating and changingthem, to prevent them from crime. As a special form of education for minors, Reformeducation is an important part of school education in the whole education system, isnot only one of the important measures for correction of juvenile crimes in China, butalso is an indispensable link in the prevention of juvenile delinquency system. Reformeducation is not the administrative punishment, or not criminal punishment, but aspecial control form This early on minors non-judicial intervention in the preventionof juvenile delinquency, made other preventive and treatment measures can notreplace the role of。However, with the development of the times and social change, reformschools and students all reduced, reform education falls into development dilemma.This situation and the serious juvenile delinquency situation is the formation of astrong contrast, people began to query the legality and the value of reform education. Is reform education legitimate or reasonable? What’s Reform educationsignificance? Is Reform education necessary to exist? With these questions, the authorstart to research on the Reform Education, analyzes the specific problems of ReformEducation is facing, and the other country (territory) of the developed countries andareas of similar institutions and measures for improvement and innovation, our toolreading education put forward some concrete ideas and suggestions.The first chapter is an overview of Reform Education. This part is aboutinterpretation of the concept and the history of Reform Education and analyzing theparticularity of Reform Education, to clarify the special significance and value ofReform Education.The second chapter is the present situation and the difficulties of ReformEducation. This part in the full understanding of the reform of education, and basedon the deep analysis, problem and accurately grasp and explain the work-studyeducation.The third chapter is the practice and reference of developed countries and regionsof similar institutions and measures. Processing method of the first part of the similarproblems in developed countries, Hong Kong, Japan, Germany, and the students areintroduced, and then, analysis and summary of its characteristics and advantages, byreference to the advanced experience of them, to improve and the development ofwork-study education in China according to the basic situation of China’s reformeducation and I country.The fourth chapter is the perfection of Reform Education. This part is in the viewof the current Reform Education faces the problem from different respects, legislation,the Reform Education itself and external environment to put forward to perfectReform Education, in order to make some modest force for the further development ofChina’s reform of education.
