Research On The Attitude Of The Netizens’ Participation In Public Policy

Network—The landmark achievements of the information society, which hasbecame the most important bridge to link the whole society of china nowadays, notonly promotes the rise of the network society, but also provides a participation way forthe public to express their voice freely through the network outside the system. Today,netizens to express their own basic attitude of participation in public policy, as one ofthe ways to participate in has been normalized, and this phenomenon not only reflectsthat there is still no mature mechanism for public participation in China so far, butreflects the demands of the public opinion on political needs as well. Although thispublic opinion expression may not influence the government’s decision, there is nodoubt that it would be an important factor needs to be considered in different processof policy formulation and implementation. Broad ways of policy participationconducive to resolving the out of control of public power, and to a certain extent,promoting the scientific of public policy-making and democratization of procedures,as well as fair and equitable implementation of policies. Meanwhile, this kind of indirectperception and intervene in social management, not only conducive to achieving thepositive interaction between the public and the government, but Also caused quite adegree of pressure for the traditional national political participation mechanism andcreated an opportunity to change. However, the management of our governmenttoward public policy attitude of netizens still have many problems and lack of a soundand effective mechanism. what is more, this area did not expanded comprehensive,systematic and in-depth research, and academics in this field was not expandedcomprehensive, systematic and in-depth research, let alone form a scientific andsystematic cognition and grasp in the society. Therefore, this study put forward aresearch analysis framework of cognition, emotion and behavior oriented aboutnetizen’s attitude of public policy under the perspective of attitude theory, in order tostudy netizen’s attitudes of public policy participation in China, which is on thebackground of globalization of information networks, and take the "Central improvefarmers’ poverty alleviation of standard" as the breakthrough point to focus onvulnerable groups in public policy, by carding the related concepts such as the publicpolicies of netizen’s participation and the netizen’s attitude of public policy as well asthe research position. This paper can not only help the government know andunderstand the situation of the public network participation and the attitude of publicpolicy participation, but also can expand a blank field in the academic and promotethe formation of the correct policy ideas in society, even provide a certain referencefor network political participation in public policy research.This study is take the case of public policy which titled "the central governmentimprove the standard of farmers’ poverty alleviation "as an example, the networkreaction of the netizen’s public policy participation as the sampling frame, accordingto the systematic sampling method to extract462Internet postings as the researchsample, and take micro blogs broadcast and relevant poverty alleviation policies andnews as auxiliary materials, after discusses and analysis the main body of internet usersand three aspects of policy cognition, emotion and attitude behavior, of the netizens’ attitude of public policy comes to the following conclusion: On cognition, most of thepublic participation in policy doesn’t exist on cognitive impairment, but relativelyrational, except the part of netizens exists fuzzy cognition in the content of the policy.But, there is a great differences in dealing with public policy authority main bodyduring the different links, and a phenomenon of perceptual set, stereotypes, cognitivebiases among the netizens. Emotionally, the netizens are relative sensibility to approvedthe policy, while shows the characteristic of catharsis and critical migration inemotional. On the behavior, the netizens present a characteristics of critique anddemands, and formed the psychology of "group identity". In addition, the policyattitudes of the netizens as a whole, shows a pluralistic values and characteristics anddiversity influences factors.The study on the attitude of the netizens participate in the public policy is veryurgent and important, for which it can not only help the government understand thebasic attitude of netizens, establish democratization and programmatic of publicparticipation system, relieve the government’s credibility crisis, but also contribute tothe scientific formulation and effective implementation of public policy, which willlead people to the government and public policy perception and sense of belonging.
