Komura’s Diplomatic Activities(1902-1911)

Komurajyutaro（1855-1911），was an outstanding statesman and diplomat in meiji periodjapan and his diplomatic activities is fastened on years of1893-1911. He carried on MutsuMunemitsu’s diplomatic policy and work himself to the bone to affarirs of invision of chinaand korea.He participated in a series of major diplomatic event in late nineteenth Centuryearly twentieth Century and play an important role in it. Because his diplomacy has the samestrain with Mutsu diplomacy,in japan its has the say of komura diplomacy.Komura diplomacy can be divided into two parts of Europe diplomatic and the UnitedStates diplomatic. Japan eat and aggress china,differentiate and wooing Western powers, bothpurpose are the pursuit of Japan’s national interests.Before the Russo-Japanese War, the Japanese government officials hesitate about whatmove to make in compromising to Russia or allied with the British.Against the majority hehold his own opinion and urged the government to form an alliance with england. During theRusso-Japanese War, he actively run between the imperialist powers, strive for morediplomatic space for Japan. After the victory of the war, Komura Jutaro acted as theplenipotentiary full-fledged member signed the Portsmouth treaty.The treaty has basicallyrealized the maximization of Japan’s post-war interest. South Manchurian Railway Companyis an important institutions of colonial aggression against Northeast China after theRusso-Japanese war. Komura is South Manchurian Railway Company planners and thefirst responsible person. After the Russo-Japanese War, a series of diplomatic activities ofkomura expand the Japanese interest in the region of manchuria and mongolia.This thesis adopts comparison method and literature method, is divided into three parts.The first part, on base of the depiction of komura life experience, reviewed the effects of oldeducation to komura Jutaro and other historical figures relation with komura. The second partanalyzes the the role of komura in the Japan-Russia war, including concluding theAnglo-Japanese Alliance,the negotiation of Portsmouth peace treaty. The last part summarizesthree characteristics of Komura diplomacy: pragmatism, adventurism,the doctrine of bullying,the doctrine of tough.
