From the late19th century to the early20th century, The European powers started competing to occupy more territory of China. Emerging capitalist economic power, the United States, also changed strategy, striving to seek dominance in China and Korea. For one thing, the United States held aggressive foreign policy and had the practical request of capital export, the strategic position, abundant mineral resources and broad market of the northeast of China and area of Korea, perfectly met the requirements of the United States. The other reason was the United States’adaptation reaction to balance of power in China. The powers were equal to each other in China; it provided the possibility of the United States’entering into Chinese market. Therefore, McKinley government brought up the open-door policy fully penetrated Chinese market. Later on, conflicts intensifying between Japan and Russia on the northeast of China and Korea issue provided the United States a chance of taking a direct part in these issues. Theodore Roosevelt government timely brought up balance of power diplomacy in the northeast of China and launched multi-chairman of diplomatic activities. However, series of foreign policy fail to help the United States to live up to its expectations. On the contrary, an increasingly powerful opponent, Japan, was fostered.From1898to1905, the United States launched diplomatic activities in the northeast of China in the name of the humanitarian; it made changes in the balance of power. The once-powerful Russian empire retreat to a corner, international status declined. Japan, the winner of war, replaced Russia to dominate Northeast Asia affairs. The United States had to compromise and eats its mistakes. Chinese and Koreans were the lamb to the slaughter, suffered the pain of war. This thesis based on America interfered the Russo-Japanese war in the early20th century, elaborating American situation at home and abroad on the eve of the war, analyzing the open-door policy, President Theodore Roosevelt’s balance of power policy towards the northeast of China and his mediation of the Russo-Japanese war, revealing the specialty, effect and enlightenment it brought to the foreign policies of America at the time.
