The Social Security Policy Analysis Of The Sea-losing Fishermen

Fishermen are a special group who living with ocean. Waters and shoals arebasic production and livelihood security of fishermen. However, in recent years, withthe offshore pollution, depletion of fishery resources, urbanization and threeSino-Vietnamese bilateral fisheries agreements signed, a large number of traditionalfishing ground seriously decreased, in the fishing ground of Shandong, Guangxi andZhejiang Province, production of fishing is under attack, the situation of the sea lostof fishermen are becoming more and more serious.Nowadays, coastal provinces issued many public policy according to thesea-losing fishermen, these policies supply employment, pension, health care andminimum living protection to the sea-losing fishermen. Coastal provinces makedifferent policy mode to secure benefit of the sea-losing fishermen according to theirown situation, including mode which like security of land-lost farmers, mode whichlike security of urban workers, mode which like security of urban residents and modesecuring the sea-losing fishermen. To deeply investigate the situation of theimplementation of the policy, I organized some graduate and undergraduate studentsof the Law and Politics college of the Ocean University of China, investigating thesituation of Xuejiadao street of Huangdao District in Qingdqao of Shandong Province.We did205copy of questionnaires and20case interviews to investigate the socialsecurity policy of sea-losing fishermen. We start investigation from the situation ofthe sea lost, compensation and resettlement to the loss of fishermen, social securitypolicy of fishermen. We also survey the policy advocacy, policy implementation,public participation of the sea-losing fishermen, and evaluation the implementationand enforcement of the social security policy of the sea-losing fishermen.There are many positive effect carrying out social security policy of the fishermenwho have lost the sea. It can defend social security rights of fishermen, safeguardbasic living of fishermen,get rid of the vulnerable groups circumstances and maintainsocial justice. But the social security policy of the sea-losing fishermen is stillinadequate. Firstly, the content of social security policy of the sea-losing fishermen isnot perfect and not formed a perfect system. Secondly, the social security policy of thesea-losing fishermen lacks public participation of fishermen. Thirdly, theimplementation of the social security policy of the sea-losing fishermen existproblems.According to the problems we investigated, this paper provides some suggestionsto solving out these problems. To Huangdao district of Qingdao, firstly, we suggest toestablish participatory mechanisms of the social security policy of the sea-losingfishermen, enhancing the level of participation of the sea-losing fishermen. Secondly,strengthen the policy advocacy of the sea-losing fishermen groups, solving out theproblems of policy execution. Thirdly, the government should protect compensation and resettlement of the sea-losing fishermen. Fourthly, the government shouldbroaden employment channels and provide employment opportunities for thesea-losing fishermen. To the social security of sea-losing fishermen of our country, wesuggest to establish a wide range social security policy of the sea-losing fishermenand establish sea-losing fishermen’s own social security policy exclusively.
