Research On Social Security System Of Land-lost Peasants

In the process of urbanization construction in China,because development planning needs more land to meet the needs of urbanization construction,it is necessary to expropriate more peasants' land to become urban construction land.As a result,farmers lose the land they rely on for survival,and they should migrate to the city and become the landless peasants in the city.Because of the imperfection of the urbanization system in China,they cannot be properly resettled,so landless farmers have become a group of special groups in the construction of urbanization.They are urban people without land farmers and without urban household registration.They are neither self-sufficient nor self-sufficient as farmers used to be.All kinds of social welfare security in the city.The present situation of land-losing farmers obviously does not accord with the purpose of urbanization construction in our country,so how to solve the problem of land-losing farmers is the key problem in our country's urbanization construction,which is related to the stability of sustainable development of our country's economy and society.Therefore,how to improve the social security system for landless farmers is of great significance to promote the construction of urbanization in China.Therefore,this paper focuses on how to improve the social security system of land-lost farmers in China,which is divided into six chapters.The first chapter gives a brief overview of the expropriation of agricultural land in China at present,and the imperfection of laws and regulations and social security system in our country,which leads to the lack of proper protection for the peasants who have lost their land.This paper uses four research methods:literature research,theoretical and realistic research,case study and comparative analysis research,normative analysis research.The second chapter introduces the basic theory of social security of landless peasants,the development of market economy promotes the establishment and perfection of social security system,and the social security system provides guarantee for the steady development of market economy.In the process of urbanization in China,the proportion of peasants who lost land has increased rapidly,and their legitimate rights and interests have not been protected,which implies huge social hidden dangers.Therefore,the state and enterprises,which have received most of the benefits,The land-lost farmers should be given the protection of the land-losing part.The theoretical basis of social security for land-lost farmers has laid the groundwork for the perfection of the system.The social security system should be in line with both the present and the long-term goals.The third chapter draws lessons from the essence of the farmers' social security system in Germany,America,Britain and Japan,which brings inspiration to the perfection of our country's social security system.The fourth chapter briefly introduces the present situation of land-lost farmers in China,and the present situation of land-lost farmers in Xiaoying Town,Yanji City in detail.This paper summarizes the existing social security models in China,and introduces the legal situation related to the social security of land-lost farmers in China.Finally,it puts forward the imperfection of the social security system of the lost land farmers in our country.The fifth chapter puts forward four suggestions to improve the social security system of landless peasants in our country:perfect the legal system of social security for landless peasants,and supplement the provisions on social insurance and social assistance on the legal level.It is suggested that it should be supplemented by two ways:increasing judicial interpretation and adding legal provisions;To establish a social security system for landless farmers,to establish a fund operation mode of supporting funds for landless farmers,to join a third-party supervision organization,to supervise the operation process of fund companies and social security bureaus,and to safeguard the legitimate rights and interests of landless farmers;We will improve the collection and compensation system.The sixth is the conclusion.
