Government Incentives In The Management Of The Marine Environment In China

Since1990s, the management of the marine environment as one important way forthe implementation of the sustainable development strategy has been the world wideattention. In China, marine environmental protection as a strategy has been deepening.However, China’s marine environmental management, both in theory and in practice,has lagged behind many developed country, effectively promote the need multifacetedefforts. China’s existing marine environmental management model is a governmentsingle-center management mode, to oversee the implementation of the legal systemfrom the macro level supplied to the micro-level, basically direct manipulation by thegovernment, and extensive use of compulsory means of control, other forces.The roleof space is quite limited, and at the same time the government is increasinglyoverwhelmed, leading to the obvious effect of the marine environment. According tothe experience of developed countries, the formation of multi-center environmentmanagement network is a spontaneous and long-term evolution, in our presentcircumstances, whether it is from the government’s own institutional settings and theoperating mechanism of view, or from the environment awareness status and thedegree of development of the social subjects of view, the conditions are not yet fullyequipped with the spontaneous formation of a multi-center network of marineenvironmental management, and the urgency of the problem of the marineenvironment does not allow us to wait for a long time it’s spontaneous formation.Need for government to play a role in guiding the formation of multi-center networkof marine environmental management in China, through certain incentives tostimulate the participation of enterprises and public enthusiasm, in order to promotethe marine environment, enhance management effectiveness.At present, China is accelerating the pace of construction of a service-orientedgovernment; one of the core content of the service-oriented government building is totransform government functions, stressed diversification of Public AffairsManagement. As a result, the main body of the marine environment management is nolonger limited to government departments in the traditional sense, the market and thepublic can also participate in the government process to promote the realization of theGovernment’s environmental management objectives. The article focuses on analysisof the characteristics of the management of the marine environment under the perspective of the service-oriented government, considered to promote thedevelopment of China’s marine environmental management, single-centermanagement model of the current government must reform, the establishment of therule by the situation of the government, enterprises and public cooperation, give fullplay to motivating and guiding role of the government in the management of themarine environment.
