With the economy booming, the countries of the world, opening up and exchanges continue to strengthen, the Vietnamese society also presents a tremendous pace of development. The Vietnamese traditional moral foundation is very much affected by integration of different cultures. It is facing "forgotten" situation in the context of economic market. At the same time, for the money, a lot of people desperate, even break the law. To the Vietnamese community, which has sounded the alarm bells of the decline in moral and legal consciousness, the authors hope the study (Ho Chi Minh’s thought about the relationship between the law and morality in the national management) can give value comments and suggestions, and the Ho Chi Minh Thought had better use in the cause of national construction.Although there have been scholars on Ho Chi Minh’s moral, legal thinking, but it’s a handful on the national management of its moral and legal relationship thinking. Ho Chi Minh Thought generally reflect in some of the real story, or the things he experienced, or reflected in the speech with his cadres and the people. Hardly any specialized documents mentioned the relationship between the law or the legal and moral. Therefore, the collection and study references will not be easy. The purpose of this study is to reaserch the Ho Chi Minh’s thought about the moral, legal and ethical, and legal relationship. On this basis the importance of the legal, moral as well as a combination of the two in the the Vietnamese legal rights and nation-building context.At the same time, the authors put forward a number of measures to more effectively applied to the field of national management.
