Research On Information Interaction Of Official Micro-blogging In Public Emergencies

So far our country has been in the critical period of public emergencies. The frequency of public emergencies brought enormous harm to social harmony and stability as well as the work and life of human beings. Efficient system of communication and management against crisis as well as close information interaction between the government and the public are needed to reduce the the harm of public emergencies and the negative influence of the uncertain factors. Meanwhile, social media is developing rapidly. The duality and simultaneity of mew media has brought great transformation to information dissemination. Traditional media are not the only way for people to get information. The development of mobile communication technology and the variation of information dissemination carriers offer a new technological method for the government to address the crisis. Mew media, symbolized by micro-blogging, has broken the traditional information system in dealing with public emergencies and formed a broad way for communication.In recent years, as the rapid development of micro-blogging, more and more administrative agencies and civil servants opened government micro-blogging which served as an important platform for the publicity of government information and the interaction between government and people. During the addressing procedure of public emergencies, government micro-blogging has been used and popularized, which highly enriched the communication styles between government and people and reduced the negative influence of uncertain factors in public emergencies.The effect of the development of government micro-blogging to the communication styles between government and people was discussed at the beginning of this thesis. According to the discussion, government micro-blogging will enhance the width and depth of information interaction between government and people, arouse people’s passion in participation and discussion of politics, shape a people-oriented government, as well as increase the information interaction between government and people in public emergencies.The earthquake took place in Yiliang, Yunnan Province on September7has been chosen as an example in order to analyze the information dissemination rules of government micro-blogging in public emergencies. With many kinds of research methods including case analysis method, statistics analysis method, etc.the interaction between government and people through micro-blogging of government and civil servants was deeply analyzed and results as followed has been found:first, government micro-blogging have multilevel interaction and coordination functions in dealing with public emergencies; second, information interaction of micro-blogging has various characteristics in different stages; third, micro-blogging has potential in agenda setting and public opinions guidance; fourth, micro-blogging of government and micro-blogging of civil servants differ in characteristics of information dissemination.According to the functions of government micro-blogging in Yiliang earthquake, several measures for improving the mechanism of information interaction made by micro-blogging in public emergencies was proposed in the end of this thesis. Firstly, the sense of participation and interact abilities of people involved in this interaction need to be enhanced. Secondly, brand effects of government micro-blogging need accumulation to increase its power of influence. Thirdly, effective connection between government micro-blogging and other interaction style is needed. Fourthly, positive interaction among government micro-blogging should be deepened.
