The policy of Smart power of the United States depends on the complicatedsituation at home and abroad. It’s also the result of summarizing former PresidentGeorge W. Bush’s in this region, which is the appeal policy that combines both sticksand carrots. On the one hand, the U.S. government use its military and economicadvantages to attract the Southeast Asian countries to strengthen its allies and partnerrelations. U.S. increase the investment in military bases in Southeast Asia. And itvigorously expands their power and influence in Southeast Asia, which named "Hardpower." On the other hand, the United States use its “Soft power” to combine thetechnology, cultural, diplomacy factors fully for attractions with its influence inSoutheast Asia. The ingenious mean, which is found of the integration of the variousresources and methods, combines and complements the two methods with each otherare the America’s smart power strategy.The Smart power strategy of the United States Government cost some time fromthe formation to America’s diplomatic strategy. The U.S. government enact it as thediplomatic strategy for some reasons. To summarize the original foreign policy of theUnited States, the personal factors of the incumbent leader. It guarantees the nationalinterests of the United States. It’s in the consideration of maintaining their absoluteadvantage in Southeast Asia. As Southeast Asia is consist of the attraction of abundantnatural resources and a huge consumer market, as well as its important location.TheU.S. wants to suppress the status and impact of the Chinese rise in Southeast Asia.All of them have prompted the United States’ selection to use the Smart power inSoutheast Asia strategy.The establishment of Association of Southeast Asian Nations, the signing ofTrans-Pacific Partnership Agreement (TPP), the formation of U.S.’ extensive troops insoutheast Asia are the performances of the U.S with using Smart power strategy forreturing to Southeast Asia, in order to achieve its strategic intentions. The U.S.attempts to enhance their influence in Southeast Asia, in order to maintain theabsolute advantage of United States..The U.S. returns to Southeast Asia with Smart power had a profound impact for theGlobal strategy of the United States,Southeast Asia strategy and China.It has been proved that the Smart power strategy has great significance in theprogress of U.S.’ strategy of returing to Southeast Asia. There is certain reference significance for Chinese diplomatic strategy.Chinese should play the advantages ofChinese congenital soft power in the politic, and enhance Chinese influence inSoutheast Asia.To combine economic competition and cooperation. Servicingeconomic order and benefits of China in Southeast Asia.Chinese should payattention to the military exchanges and cooperation and build the East Asian SecurityCommunity.
