Study On The Information Disclosure Of Local Government Respond To Public Emergency

Public emergency is unexpected, complicated, no-oriented and devastating, thusthe emergency information and the regular communication should be prepared beforethe crisis’s explosion so that the crisis could be handled timely in awell-communicated way. The prompt collection，accurate handling and the validdelivering and sharing, all these action about information disclosure could reduce thejeopardy in the public emergency. So, enhancing the disclosure of emergencyinformation in the local government is significant and compulsory. While the recentjob in disclosing the local government emergency information is informal, enhancingthe disclosure of emergency information in the local government has a great meaningto the local government’s capacity and responsibility awareness and becomes a bigissue in the theoretical either the practical field.In recent years, in disclosing the emergency information, the local governmenthas had a lot of experience and has made progress in completing the legal system,establishing the common emergency organization, consummating the assistantmechanism, clarifying the responsibility in disclosing information and regulating thespecific practice process.Meanwhile, some problems also have exposed like the unreality in emergencyinformation reporting, the non-punctuation and the no more details in its disclosing,and then the weak fluency in communicating. And the reasons for all those problemsare many-sided, mainly including the following aspects: the unawareness of the crisisdisclosing, the lagged legal system, the uncompleted emergency management systemand the slow superstition mechanism in the disclosure.Owe to the present situation in disclosing emergency information in the localgovernment, it is important and urgent to completing the local government’s actionin disclosing emergency information. In a way, the compulsory improvement incompleting the local government’s emergency information disclosure count on thefollowing parting: correcting the awareness of the crisis disclosing, consummating thelegal system of emergency information disclosing, completing the organized systemin the crisis information management and enhancing the mechanism of the localgovernment’s emergency information disclosure.The innovation of this paper was laid in two ways. One is the point of view thatit analyzing the stages and contents in disclosing the emergency information in the local government. The other is its materials that those data and example were firsthand and collected through field investigation, network research and interview. Bydeeply analyzing the local government in different level, the problems and reasonswhich discussed in this paper would be more original and typical.
