The In today’s world, the political situation is undergoing profound changes, andhow to get out of the difficult position of global governance and justice assignmentneeds based on the macroscopic point of view, which is from a philosophical andpolitical point of view to re-examine the theory of international justice theory and thecurrent order. Rawls as the giant of western political philosopher, did a lot of researchand theory construction in the last century, such as "Theory of Justice","PoliticalLiberalism" and "The Law of Peoples" laid the theory foundation of modern globalgovernance and the distribution of justice.In the book of "The Law of Peoples", Rawls gives a relatively clear but limitedsolution about international "distributive justice", which stimulated a divergentdiscussion in a wide range. In this paper, first gives a extension analysis about basicconnotation of "distributive justice" in Rawls "The Law of Peoples". Then, throughanalysing the point of view of the critics and the defence of Rawls, this paper attemptsto recognize the content about Rawls and such core concepts of justice as "thedifference principle"and "the obligation to assist". And explores the feasibility andlimitations of Rawls theories in today’s global realistic political and economiclandscape.Although Rawls’s political wisdom is pioneering and rigour, there is still somelimitations and shortcomings. This paper argues that Rawls tied to seek a balancebetween the global "political justice" and "the basic economic security", which kindsof balanced efforts suffered from internal and external double critique of liberalism.This kind of situation is as a result that Rawls actually already foreseen, the essence ofthis contradiction already preset in the profound contradiction between the theoreticalinnovation and the actual social and economic development of human society.
