On The Performance Evaluation System Of Song Dynasty And Its Contemporary Value

Since the late 1970s and early 1980s, the Western developed countries have used performance evaluation concept in the large-scale administrative reform , have promoted self-government reform and the smooth development of practice performance evaluation,and the performance-oriented governments will come into being. Along with the development of the theory and practice of performance evaluation,our government wants to meet the needs of the reform of the administrative system,and strengthens the research of the theory and practice of performance evaluation,and makes use of performance evaluation theory to guide the reform. Thus, many local governments in China began to actively carry out the practice of performance evaluation in government departments , and have achieved notable results.But there is a series of problems in the practice of reform, such as insufficient understanding of the concepts, value orientation bias, the loss of system, distortion of information, lack of the main of evaluation, unscientific evaluation system and so on. So we need to conduct further research and improve it.As we all know, China's local governments want to promote the theory and practice of performance evaluation for the health, nothing more than to rely on three aspects: vertical drawing from the historical school, horizontal drawing from the foreign, and its exploration from the practice. These three areas, one can not do. In the study, we found that China's local government performance evaluation theory and practice draws relatively more from the foreign than from the historical school. In fact, China's ideology and theory of performance evaluation goes back to ancient times, can be traced back to Yao-Shun-Yu period. Therefore, in the Government Performance Evaluation study, we have reason to adhere to the "Gu wei jin yong" principle and absorb the highlights of the traditional theory.In study, we found that the performance evaluation system of song dynasty has the value of application of contemporary performance evaluation system of local government performance evaluation. This article begins with the performance evaluation system of Song Dynasty, and analyzes system for the formation of performance evaluation system before the Song Dynasty, the Song Dynasty socio-economic changes and changes in its political system. Then, it does a comprehensive study of the Song Dynasty performance appraisal system's basic structure, including the content and evaluation standards, procedures and evaluation methods, agencies, the use of evaluation results, supervision and restraint. Then it analyzes the characteristics of performance appraisal system of Song Dynasty and points out its flaws, further reveal the deeper meaning system. Finally, it thinks that the performance evaluation system of Song Dynasty has the deep feudal scars and historical limitations, but its idea of systems, design, and evaluation of the operational mechanism has the theoretical value and practical value to the governance of local government performance evaluation, make the countermeasures and suggestions.
