To build a new socialist countryside according to the requirements of “the plentydeveloping,living,countryside civilization,village hold the democracy clean and tidy,managing”,is the CPC proposed a grand and complicated system project in the newperiod,it involves several aspects and the various relationship,one of the veryimportant relationship is the cadres and the masses in rural.At the present stage,theparty and the government continued to increase in agriculture,agriculturalinterests,the intensity of the preferential agricultural policy,which greatly stimulatedthe enthusiasm of hundreds of millions of peasants building the new countryside,theirmain role has been fully reflected.China is a developing country with agriculturalpopulation accounts for the majority of the whole population,the foundation ofagricultural development is still weak, the rural social landscape is still need to beimproved fastly,the relationship between the rural cadres and the masses need to bemore harmonious and on friendly terms.The harmonious relationship between therural cadres and the masses directly related to the stability of the society and theruling status of the consolidated,and directly related to the long-term stability of thecountry and sustainable development.At present,the current relationship between the cadres and the masses is good onthe whole in our country,the cadres and the masses are of the same mind,then canmove the new socialist countryside of goals and work together,to build their owngood home hand in hand.However,we also have to see soberly,with the deepeningreform of the rural society and the development of economy and the change ofenvironment of the pattern of rural interests constantly adjust,between the rural alsoappeared some undeniable contradictions and conflicts,group incidents occuroccasionally.Therefore, in-depth study on building relationship between the cadresand the masses in new socialist countryside is necessary and significant.In particular,vigorously developing the rural economy and perfect rural social system,establish andperfect the management,education,incentive and supervision mechanism of villagecadres,and to cultivate the new farmers are the promotion of countermeasures andmeasure with the new rural cadres and the masses harmonious.
