Study On The System Construction Of Oppotunities Of Preventing And Controlling Corruptions

Existing with private ownership and social stratification, corruption has always been a huge threat to the development of society and economy, as well as regime’s political stability. With Mr. Hu Jintao as General Secretary, the CPC Central Committee has devoted great effort to preventing corruption with various measures. The construction of the laws and regulations about anti-corruption has been laid increasing emphasis so order to establish an effective system to fight against corruption. In this essay, the author probes into the prevention of corruption from the perspective of establishing a system of preventing and controlling corruption opportunities. This essay is of great importance in both theoretical study and practical exploration of anti-corruption.By the means of literature research, induction and comparison and case study, the author makes an analysis about the opportunity for corruption and the relationship among corruption, the opportunity for corruption and system, and thus comes a conclusion that establishing a comprehensive system is conducive to minimizing the opportunities for corruption. Later, a comparative analysis is made between foreign and domestic theory and practice of anti-corruption system. Based on the domestic system of anti-corruption, the author merits from the foreign practice in the construction of the system for preventing and controlling the corruption opportunities and puts forward some suggestions for the improvement of the system in China:formulate the laws and regulations of preventing and controlling the corruption opportunities and improve the execution of the laws and regulations.Although the system has played a role in the preventing corruption by producing norms for the operation of public power and reducing the opportunities for corruption, it still has some limitations. Therefore, in order to strengthen the anti-corruption, we shall not only tackle the limitations on system but also prevent and control the corruption attempts by cultural and moral power.
