Combining the basic knowledge theory of project management, the main content of this paper is thatsome methods which used commonly in9big knowledge areas of project management are applied to theorganization, planning, implementation and control of external network project of Xinjiang CorpsE-government. It is in order to solve some problems which caused by the irrationality such asorganizational structure, management area, implement control and other ways of the extranet project inCorps E-government. And it will give full play to the function of the project management in E-governmentconstruction. Meanwhile, it will improve the efficiency of E-government construction.In “the eleventh five-year plan”, the state E-government develops rapidly. In many ways ofimprovement in public service, strengthening social management, strengthening comprehensive supervisionand perfecting macroscopically adjusting control, it has played an important role. In the western provinceswhose economy are relatively backward, in the process of E-government construction, the projectmanagement problem is obvious because of the lack of scientific and effective project management, theIncompletely of organizational system and the lack of professional and technical team.Xinjiang production and Construction Corps (Shortened form for the Xinjiang Corps) has175Farms,located along the border and part of the Desert, the large proportion of agricultural GDP, geographicaldistribution and widely scattered features make the slow development of agricultural information,government information technology to stimulate the development of agricultural information imperative,E-government has played an exemplary role. Vigorously promote the economic and social information is toaccelerate the process of agricultural modernization strategy Corps path and strengthen agriculture-relatedinformation resources development and utilization, the establishment of intelligent agricultural expertsystem and thus promote the kinds of information service platform for the carrier’s comprehensiveagricultural information service system formation. All the time, the construction level of E-government isnot high in Xinjiang Corps. At a certain extent, it affected on public service, social management and otheraspects. It is necessary to scan the whole process of extranet construction of Xinjiang Corps E-governmentstanding in the perspective of project management and to find and solve problems from them.Firstly, this paper introduced the development history and current situation of E-government at homeand abroad. Then it introduced the basic situation of extranet project of E-government in Xinjiang Corps.It analyzed the management objectives and areas of extranet construction project in Xinjiang Corps. Itmade certain the important role of E-government project organization in the E-government projectmanagement. And according to the advantages and disadvantages of project organization in the theory ofproject management, it analyzed the rectangular structure of E-government project. It is appropriate whichis proved in the implementation of the project. In the workout of project planning, we used relativelysimple Gantt chart method. And from some ways such as the project progress, quality and purchasing, itexpatiated on the importance of the tracking and controlling of project. Finally, applying the basic contentof project management, we analyzed the shortage of extranet construction project management in the CorpsE-government. And put forward some suggestions for improvement. At the end of this article, the authorput some suggestions how to strengthen project management in the Corps E-government construction in thefuture.
