The Study Of The Management Problems And Countermeasures About Border County Government Manage Cross-border Minority Affairs In Yunnan

Simply speaking, the cross-border minority is the same ethnicity living in China and neighboring countries. Engels has pointed out, no boundaries of a country is consistent with the nation natural dividing line, which line is the language line. Today, the same people living in several countries or the number of people living in the same country is common,and it is very typical in China. China is a unified country and have fairly large minority populations, with16countries bordering on the land.In the long border, there are more than thirty cross-border ethnic minorities. Cross-border ethnic groups inhabit a place is along the border, which is extremely sensitive place on the political, economic, at the same time is also the first line of defense. So there has very important strategic position. This dissertation from the perspective of the administrative to study the national administration about the border cross-border ethnic minority areas of government administrative, not only enrich the related theory, but also have certain guiding significance to the practical work of the government.Since reform and opening-up, the country has been committed to do a good job for the minority, attaches great importance to governance of the frontier minority areas. With the development of economic and social, some problems exist in the border and cross-border minority areas in developing have become more and more prominent, if the Government does not pay attention, it would pose a threat to the harmony and stability of the border areas. The author take the cross-border minority living in Jinping as a case to study, found that poverty, various social undertakings developed, the illicit transnational intermarriage and cross-border movement are outstanding problems exist in cross-border minority living in Jinping. The government has taken measures to manage cross-border ethnic affairs, but there still exist some problems, reflected in the low level of cross-border minority life, weak infrastructure, education and health services backwardness, social issues. Author investigate its reason, found it is mainly because of local administrative environment is complex, the management mechanism of government is not perfect, coupled with the management pressure which the preferential policy of Vietnam to Jinping County government, so that the problem can not be solved.A perfect transaction management system of cross-border minority is an intrinsic requirement and important guarantee to every border county government effective management of cross-border minority. Therefore, in order to solve the problems of cross-border minority and strengthen the management of cross-border minority affairs, it is necessary to summarize the relevant experience of Jinping, and the government must have to pay attention to the cross-border minority work, optimize administrative environment, improve laws and regulations, establish effective working mechanism to establish and improve the management and service system. At the same time, government should strengthen themselves functions about public service and social management, and take some effective measures to management of cross-border minority affairs effectively.
