The northeast Asian region had experienced three general international orders in history. They are the Hua yi order before modern times, the colonial order under the treaty system in modern times and the cold war order under the confrontation of two poles. In these ones, China had all taken part in them completely in varying degrees. As the center in Hua yi order, the dynasty in ancient China did not even have to construct the international order in East Asia, which is a spontaneous order in the relationships. In the colonial order, there is an impact between the eastern civilization and the western one. The Hua yi order had been broken down, and China integrated itself into the international system of western countries based. China had lost the dominant right of the international order in the northeast Asia. So Japan had the control of the new order until the second world war. After the second world war, the Yalta system replaced the treaty system. Subsequently, the outbreak of the cold war made the international order of northeast Asia enter the phase of the confrontation between the Soviet Union and the United States. China gradually recovered his voice and played a positive role in the order of the northeast Asia.By the end of the cold war, the international system is in transition. Similarly, the international order has begun to change from the old to the new one. Mainstream schools in international relation have all analyzed the transformation, and respectively concluded that, the distribution of power, institutional arrangement, shared ideas, the three elements is the main factor in the construction of international order. In the process, China which has a stable development will play a quite important role. It can be seen that China is a key factor in the transformation of international order in northeast Asia from these elements as following:the change of national strength contrast, the building of the international regime and the formation of regional consensus and identity.In the face of the USA’s policy to return to the Asia-pacific and strategy of regional hegemony, China has the idea of building a peaceful and stable northeast Asian order to safeguard national interests and security. In northeast Asia, there are four great powers. So, it is one of the ideal ways to build a multilateral security cooperation mechanism under the concert of powers in order to get rid of the security dilemma. However, because of American impact, it is difficult to get rid of the security dilemma. Under these conditions, maintaining regional peace and stability will be the most basic requirement. So, it is the first choice for countries to keep the balance of power, but, the stability under the balance of power is fragile. Therefore, it is an appropriate choice to relax the security dilemma that we can transcend the state of the balance with the ways cultural exchange and economic cooperation.
