The Cold War had finished twenty years, and the international order in Northeast Asia is at a new historical turning point. Following the trend of the Multi-polarization around the world and regional collectivization and integrated, it gives opportunities and challenges to the development of international relationships and the construction of international order in Northeast Asia. It is important to exploring historical development and construction of international order in Northeast Asia for the peace and stability of northeast region and collaboration and development of each country in northeast region. Construction the new order is not only better for developing the relations between countries, achieving peace and stability in northeastern countries, but also better for promoting high-level cooperation among northeastern countries and the development and transformations of international order in Northeast Asia produces highlight influences to China.The international order in Northeast Asia has gone through three stages in general, the traditional tributary order, the modern international order in Northeast Asia, and the Cold War order. The order of each stage has its specific internal operation mechanism and external performance, leaving a valuable historical wealth for a new order which constructed in Northeast Asia. In modern times, the international order in Northeast Asia not only faces opportunities but also experiences various difficulties and challenges, such as the countries in northeast Asia are still in serious security dilemma, lacking of sufficient mutual trust. Northeastern Asia's development is unbalanced, and leads to instability in the power structure in Northeast Asia. A number of fundamental problems and contradictions exist among countries in northeast Asia, and regional hot issues are difficult to resolve. Compared to other regional cooperation, it is still at a low level in Northeast Asia.The international order is the result of interaction among power, institutions and concepts. And the construction of the international order is a long historical process and a comprehensive systemic project, involving political, economic, cultural and military aspects and power, institutions, and ideas. The paper argues that, to the northeastern situation, according to the solutions of current problems, carrying out institutionalization construction, fostering regional identity and forming multilateral cooperation order are the key and aim of constructing a new order. On the aspects of security, we should be on the guidance of the new security concept to overcome the "security dilemma" on base of cooperative security. On the aspects of countries relations, the relations between big powers will have a direct impact on stable or not in Northeast Asia; a coordination mechanisms should be established. On the view of economic, further economic cooperation and achieving economic integration are benefit to promote connections, expand common benefits and then put forward the security and political cooperation. In identification, fostering regional awareness, strengthening the collective identity is the base to form common ideology and culture.
