Open Property System for government officers, so called "sunshine act", had beenimplemented as a anti-corruption system by over100countries around the world andhad achieved significantly. However, this system had not been implicated widely overthe country because of complicated national conditions, weak determination, publicresistance etc. At present, the primary task of our government is to incorporate the OpenProperty System for government officers to the National People’s Congress legislativeplan, so that the society could promote legislative process to provide the systemimplementation a legal protection.This article will take five parts to discuss the Open Property System. Firstly, it willintroduce the system in principle to ensure the necessity of OPS implementation.Secondly, it will provide an overview of implementation status of the OPS at this stagein China. Although the government had a few experiment units in some particularplaces, the experiments did not achieve any expected result due to the low level objectsand limited coverage and influence. The third part will provide principle bases andpractical support for our government to develop a practical system of OPS byintroducing the OPS of the US and South Korea, absorbing their theoretical researchresults, and learning from their measures and initiatives in the process of OPSimplementation. The fourth part will give measures and suggestions of OPS forgovernment officers. The primary task of the government should be to put the OPSinto the legal system. The OPS is a systemic project which need the legislativeprotection in order to make it legal since it asks to expose every property of governmentofficers. Here, the point is to perfect those supporting systems. Systems are needed tocooperate with each other because an isolate system could not play its utility at all. Thesupervision of public opinions is also crucial at this point. No matter how perfect thesystem is, it is going to be withered without supervision and attention of the wholesociety. Meanwhile, the OPS would have a healthy way only with the supervision ofpublic opinions. Finally in the conclusion, the writer will appeal to the Party andGovernment again to enact relevant laws of OPS for government officers, so that this"sunshine act" could illuminate the whole great land of China.
