The Study On China’s Government Regulation Of Online Public Opinions

With the development of science and technology and the surge in the number of Internet users, the internet has become an open and transparent platform for the expression and gambling of interest and an important information center where all kinds of emergencies and hot topic get together. It turns out to become one of the main carriers of social public opinion. Network public opinion, which profoundly changes not only the media ecology but the governance of the country, is the attitude of the cyber citizens and the collective mood expressed in various kinds of languages, voices and symbols. To governing and rejuvenating the country, our Party should attach great importance in the network public opinion based on the Internet.In recent years, the frequency of network public opinion in our country has caused great attention to the public. The stream of surprise, anger, frustration, self deprecating,abuse and even opinions with political implication converges in online forums and social networking, which characters the network public opinion. The prejudices of the public,the lack of media professional knowledge and the openness, extensiveness, freedom of the network provide a hotbed for misleading, false information and even rumors. What makes things worse is the existence of the subjective and objective factors such as the government’s delayed response to the Internet public opinion, the lag in network public opinion monitoring technology, the difficulty of early warning, the imperfection of laws and regulations for network management, and the unsoundness of mechanism in disposing, supervision and punishment. Considering all these situations, it is extremely easy to cause the outbreak of public opinion and public panic, which will harm the social stability seriously.Therefore, it is necessary for the government to give attention to network public opinion supervision, and to make better understand in the background of the development of the network public opinion, the significance of network public opinion supervision, and the connotation, characteristics and the forming and development of network public opinion. Theories like Network Communication Theory, Internet Governance Theory and Government Regulation Theory are used to analyze the logical starting points, value goals and realistic significances in government’s supervision of network public opinion. Starting from the current situation of China’s network public opinion, this paper focuses on the reason analysis by referencing advanced experience of foreign countries after the summary of the problems of the government network publicopinion supervision. It gives countermeasures and advices for a better response to network public opinion from aspects as perfecting government regulation principle of our country, strengthening the correct guidance, establishing early warning mechanism of network information and a profound network information communication mechanism,and consolidating the security system of network public opinion supervision.
