The Research On The Dilemma And Solution Of The Official Vehicle Reform At Grassroots Government

Our current official vehicle system adopts physical supply mode,which has played an effective role in ensuring official execution and improving administrative efficiency.However,with the rapid economic and social development,the phenomenon of super standard configuration of official vehicles exists universally,phenomenon of using official vehicle for private use is difficult to be prohibited,official vehicle management and operation cost is difficult to be controlled effectively,corruption of official vehicles has become the focus of the party,government and even the whole country and is the hot topic all the time during “NPC&CPPCC”every year.For the “big problem” existed in the field of official vehicle for many years,the country is making higher level and deeper official vehicle reform movement.In view of official vehicle reform in different places,the difficulty of reform is not in city and county level but at grass-roots government,which is the official vehicle reform at township level.How to perform more effective official vehicle reform at basic level is a big problem needs to be solved urgently.Based on this background,This paper has made research on various difficulties suffered by official vehicle reform at grassroots governments during the period that official vehicle reform has attained initial success in provinces,counties and cities,which is not only has the positive practical significance to ensure the efficiency of the official execution,reduce the cost of the official vehicle operation and balance the interests of all parties,but also able to fill the gap in the field of China's official vehicle reform at grassroots governments,provide beneficial reference for official vehicle reform at grassroots government,make official vehicle reform under the deployment of party central committee and state council,achieve expected target by combining regional reality and provide theoretical support for promoting the smooth development of official vehicle reform.This study used literature research and case study method,combined with the background of the China's official vehicle reform,accumulated practice of information around the country,made deep survey and research on official vehicle reform in M town of Wenzhou city,analyzed hardships faced by official vehicle reform at grassroots government in a further way on the basis of analyzing measures and existing problems in official vehicle reform at M town,accumulated practical material of official vehicle reform of each grassroots government,summarized experience and lessons in the process of official vehicle reform and proposed a series countermeasures for improving official vehicle reform at grassroots government on this basis.The research results show that the official vehicle reform at grassroots governments has many problems while it has achieved some success.The reasons of the predicament are lack of financial audit for official vehicle retention unit,vehicle allowance scheme not tilting to the grassroots,unfairness of grassroots government official vehicles,imperfect traffic facilities of the grassroots and not unified official vehicle reform progress,hard to meet the objectives of public reform.For this purpose,the corresponding countermeasures are proposed in the research,which include strengthen financial audit for official vehicle retention unit,prepare vehicle allowance program scientifically,innovate multiple hierarchy vehicle system,improve the construction of transportation infrastructure and Unified area reform progress.
