Caochi Town "Multipartite Mediation" Implementation Case Analysis

As an important measure to ravel out the conflicts and maintain the socialstability,conciliation has been playing an irreplaceable role in the conflicts ravel-outsystem. As the reforming and opening, our economy get fruitful achievements,whichprovide s a strong basis to deal with people’s internal conflicts,however, as the economysystem,society view,society structure deeply changed and developed, various economyrepresentatives,society views,culture come up with it and become to conflicts. In a word,all kinds of society conflicts is making the social relationship more complex andshowing new trends. On one hand, diverciform conflict is occurring morefrequently.On the other hand, it is becoming easier to intensify the conflicts.More complex conflicts calls for a new remedy,“big conciliation“came up. Whatis big conciliation? How does it come up and what is the current status of itsimplementation? How to enhance its effectiveness?Hence our General Secretary of the Communist Party Mr. Hu Jintao highlightedin the Fifth Plenum of the17th CPC Central Commitee, he indicated that we shouldorganize and develop a conciliation system to deal with people’s internal conflictsthrough inofficial communication,administration and elisor. From then on, theprovincial,civic,and prefectural government set up a Big Conciliation System toenhance to deal with the conficts. Nevertheless, due to the lack of capitals andresources,the efficiency of the Big Conciliation System was restrainted, especially inthe less developed area.This article took the Caochi town for example,per autoptical investigation anddeeply analysis under the structure, i.e.the current status, the achievements, theobstacles and the coutermeasures.Herein It analyses the problems with Caochiconciliation on three aspects,the implement system and the synchronous system and theensurance system.Firstly,improving on the Big Conciliation working system via innovation so thatthe function of Caochi town could be improved.Secondly,only if we combine the social resources, will we really succeed in raveling out the conflicts at the very beggin. Only if the party and government manageand control it, break through the limitaiton of cliquism in each department, andimplement via inofficial communication,administration and elisor, will we fulfil theharmonizing Caochi construction.
