In recent years, our country has witnessed increasing complexity in social conflicts, with skyrocketing frequency and expanding size of mass emergency. Judicial organs are burdened with redundant lawsuits and petitions, as a result of which, there is still a long way to go before achieving social governance. Through trial and error, relevant departments created a governance scheme, with "government lead the way, political-legal departments coordinate, center of negotiating disputes be in charge, judicial departments guide operation, functional departments participate and the whole society unite together" as its core statement. This innovative move can not only help solve the conflicts in a rapid way but is also good for social stability.The author of this thesis mainly focuses on the current situation, feature, types and causes of the unstable factors and conflicts, also attempts to further understanding the development process and change rules of the conflicts. In order to provide theoretical ways to build a more scientific and effective social governance, the thesis emphasized the concept,’characteristics of the multipartite mediation, the relative idea of the social governance, the function of the multiple mediation, the example of the analysis in multipartite mediation, as well as analyze how multipartite mediation function in the innovation of social governance.
