In recent years, the standardization work is a hot issue of the Chinese modern civil construction,the standardization work conforms to the interests of the citizens of our country public service growing, and is also the requirement of the transformation of government functions in China, the construction of modern civil affairs system.As China’s first batch civil affairs Range management standardization pilot areas, Hangzhou City Civil Affairs Bureau summarized a set of relatively complete development and got a lot of achievements about standardization construction after years of exploration and standardization.Taking Civil Affairs Bureau of Shangcheng District in this paper as an example, the effect was evaluated with the methods of literature review, investigation and case analysis of Shangcheng District, the existing problems, and through the experience combined with the results of other domestic the scope management standardization construction of pilot units, we will put forward the corresponding countermeasures and suggestions.
