Study Of Reserve Standardization Of The Civil Administration Relief Supplies Center Warehouse In HN Province

After Sichuan Wenchuan earthquake in2008, China has greatly reinforced the reserve of civil administration relief goods. But we confronted with many problems in practice during storage of the civil administration relief goods in HN Center Warehouse, such as breakages, mildew and the chaos of quantity of relief supplies. In order to understand the causes of problems and find some effective solutions, the concept of reserve standardization of warehouse for the civil administration relief goods was creatively posed in this paper based on some research works on logistics standardization and management of relief goods.Through methods of literature retrieval, comparison, field investigation and case analysis, the problems existed in the storage of the civil administration relief goods in HN Center Warehouse were deeply analyzed, and some reasons on the face or deep-rooted reasons about problems were also revealed in the article based on theories of warehouse management, logistics standardization and Lean-oriented logistics management. We pointed out that it was very necessary to construct the standardized system during storage of the civil administration relief goods in HN Center Warehouse. The standardization of warehousing management would be achieved from five ways: standardization of material packing, handling, stacking operation and temperature and humidity control in storage. We also described the organization way to carry out the standardization of warehousing management and duty of civil administration department, manufacture and warehouse in reserve of the civil administration relief goods.This paper designed the standardization system of warehousing management for the storage of the civil administration relief goods in HN Center Warehouse, and some constructive advice about how to implement the standardization system in warehousing management and even in emergency logistics at whole country were also provided.There are five figures, eight tables and thirty-two references contained in this paper.
