The Research On How To Improve Farmers’ Quality In The New Rural Area Construction

“The11th Five-year Plan about the National Economy and Social DevelopmentMade by the Central Committee of CCP” passed in the Fifth Plenary Session of theSixteenth Central Committee of CPC points out that, we should “cultivate new farmerswho are knowledgeable, who understand the technologies, and who know management,and improve the whole quality of farmers as well as the rural production and livingconditions and the overall mental outlook in the countryside through the hard work offarmers and the national policy support.”In accordance with characteristic of agriculturalProduction and feature’s of behavior farmers’quality in the new socialist countrysideincludes the cultural and scientific quality,ideological and ethical standards，democracyand law awareness and management quality.Following the extensive reference research, theoretical analysis, data collection,this paper studies the peasant’ s quality problems from four aspects in the process ofbuilding the new socialist countryside.The first part gives an explanation to the newsocialist countryside, the quality of farmers and other related concepts; the second partdiscusses the existing problems in the quality of farmers under the context of newsocialist countryside construction and analyzes the causes; the third part puts forward thespecific countermeasures and suggestions to improve the famers’ quality under thecontext of new socialist construction, and emphasizes the necessity to improve thescientific quality of the farmers by perfecting the rural modern educational system andsafeguard mechanism, to improve the ideological and ethical standards of the farmers bycarrying out the ideological and political work and the cultural undertaking in thecountryside, to improve their consciousness of democracy and rule of law bystrengthening the rural legal construction, to improve the operating and managingcapabilities of the farmers by strengthening the guidance to the them in operation andmanagement. As improving the quality of farmers and cultivating new farmers is along-term and complicated project, this paper, discusses the quality of farmers centeringon the reality of the new socialist countryside construction and also draws someexperience borrowed from abroad to some extent, thus it is of practical significance tothe improvement of the quality of farmers.
