Countermeasures Research On The Exertion Of Role For College-graduate Village Officials

Since2008, under the background of the construction of new socialist countryside, and on the basis of formerly exploring the efficient path to guide and encourage college graduates to be oriented at grass-roots employment, China has formulated a series of special policies, organized and implemented the College-graduate Village Official Plan to attract and employ a group of college graduates to hold the post of rural grassroots officials, accordingly, college-graduate village officials emerge as the times require.The statistics have shown that, in the4years from2008to2011after the implementation of the College-graduate Village Official Plan, China chosen300,000college graduates to work as college-graduate village officials from more than2,000,000applicants, and the elimination rate reaches85%. At present,212,000college-graduate village officials still provide services in more than one third administrative villages of China, accounting for over70%of the total number of the applicants. Since Jiangxi College-graduate Village Official Plan was implemented in2008, more than45,000college graduates from over600universities and colleges applied for the position, and more than4,500college graduates became college-graduate village officials through a series of employment procedures, and the elimination rate reaches as high as90%, which is higher than the average elimination rate85%of China. By the end of2011, there are2,538on-the-job college-graduate village officials, accounting for56%of the total number of the applicants.According to the investigation, Jiangxi college-graduate village officials play a positive role in rural grassroots organization, not only strengthen and improve the construction of rural grassroots organization, tamp the party’s political foundation and ruling foundation in rural grassroots organization, but also train a group of backbones for the construction of new socialist countryside with stronger comprehensive ability, back-up talents of party and government cadres with firm ideal belief and excellent talents in various circles with deep affection for the masses, which promotes healthy development of Jiangxi rural economic society in a certain extent. However, in the face of new situation and new task, it is necessary to research how to further play the role of Jiangxi college-graduate village officials, which promotes rapid development services for the construction of new socialist countryside and embodies the self value of college-graduate village officials. On the basis of consulting lots of document literatures, this paper conducts in-depth investigation research in Jiangxi college-graduate village officials, and puts forward main theory basis for the development and role exertion of college-graduate village officials, elaborates the background for college-graduate village officials and social role of college-graduate village officials. Furthermore, aiming at the data investigated for the role exertion of Jiangxi college-graduate village officials, this paper makes a statistical analysis, then analyzes the problems and influencing factors for the role exertion of Jiangxi college-graduate village officials, and finally puts forward the countermeasures and thoughts for giving full play to the role of Jiangxi college graduates.
