| Since the reform and opening up of China, the socialist market economy develop fast, the regional economy has also got unprecedented development. A full-range, multi-level human resources flow pattern have begun to emerge. As the first factor in economic development, the competition of human resources in the area is also becoming increasingly fierce; how to further optimize the allocation of human resources and yield human benefits has gradually become the key problem of all-levels of government. Located in the center of Yangtze River Delta area, Wujiang District of Suzhou City has developed industrial economy with a large number of enterprises. Accompanied by the continued development of industrial economy and a new round of development strategy, Wujiang has a huge demand for human resources of all kinds, but in recent years, the shortage of migrant workers and skilled personnel has obstructed the sustainable development of economy, and has become a problem to which government attaches great importance. Although the government has taken many measures, the long-term effect is not obvious. The reason is that there are still a lot of problems in the allocation of regional human resources.Research on regional human resource allocation is to make human resources coordinate with the regional economic marketization, industrialization, to maximize the effects of talents, and to fully guarantee the development of regional society. Given this view, this paper starts from the related theories of human resource and human resource management, delimits the meaning of the regional allocation of human resources, and attempts to locate to the government macroscopic management, conduct a series of studies on regional allocation of human resources, build a regional human resources system frame, position the basal government in the configuration of human resources, clarify the implementation steps of the government in the regional allocation of human resources, so as to construct a systematic human resource allocation system from the view of basal government.In practice, this paper analysis Wujiang regional economic pattern and human resource adapter statusã€the relationship between Wujiang regional economic development and human resource development by applying the method of empirical analysis. This paper also discusses the specific measures of Wujiang regional human resource allocationã€existing problems and challenges, thus propose recommendation of the counter measures of Wujiang human resource allocation, to give full play to the competitive advantage of human resources of the whole society, and to build "strategic advantage in Southern modern new city, competitive industry in new plate, innovation in new heights, harmonious music in new home". |
