Government cost of human resources is an important part in the government. This government expenditure and the using of efficiency direct affect the government’s administrative efficiency, the ability to govern and social credibility. In China, The sector institutions at all levels of government bloated and overstaffed, resulting in long-standing phenomenon of the high cost of human resources. It is difficult to be effectively solved.Since the reform and opening up, our government has conducted six times to streamline the administrative agencies, but almost always fall into "streamlining-inflation-streamline-reflate"vicious cycle that resulting in losing cost of HR control. Besides the reasons of the system and bureaucratic culture, lacking of a scientific, rational, effective human resource cost of evaluation index system is also very important factors. Hence, the book introduces the basic rationale of the cost of human resources and cost control, discusses the cost control problem of HRM in government department. It also builds a set of evaluation index system of local government human resource costs, and the corresponding reliability and validity. On this basis, the book presents the optimization of human resources and cost control measures in local government.
