A Study On The Education And Training Of Prisoners’ Vocational Skills

With the continuous development of economy and the improvement of the market economy system, a major problem that the current prison faces is how to make the education and reform for prison inmates better adapt the needs of a new age, and make the prison inmate a law-abiding citizen who can adapt to the needs of modern economic society and devote to it.Prison inmate vocational skills training is an important part of our country’s prison inmate education and reform, which has important practical and social significance.This study focused on prison inmate, the particular social group, and the vocational education reforms to them. Based on the experience of vocational skills training at home and abroad, this thesis rationally analyzed the problems of education reform from the perspective of human capital theory and proposed suggestions on education reform strategies.After elaborating the system and theory of vocational skills training, the thesis explored and studied on establishing prison inmate vocational skills training programs by combining with the practices of prison inmate reform. Analysis indicated that, because of wrong concepts, imperfect educational system, internal conflicts in prison management, and other reasons, the four main problems of current prison inmate vocational skills training in our country are:teacher strength is weak; educational content is divorced from the actual needs; training programs do not meet students’ needs; and education time and methods are unscientific.Subsequently, the thesis innovatively introduced human capital theory into prison vocational skills training, and analyzed its application and guiding significance. What’s more, starting from the "cost-costs", the thesis studied the problem of guaranteeing the cost of prison inmate’s vocational skills training, and proposed the new idea of opening training by using social resources to implement "community corrections"On this basis, we proposed a bold and constructive idea that we will fully respect inmates’interest, closely meet employment needs, scientifically and systematically formulate implementation plans, assess and evaluate the training outcome, establish and improve vocational skills training system and implementation programs to promote the emancipists to return the society smoothly and adapt the requirements of the economic society, and effectively reduce the recidivism rate to maintain social stability.
