Analysis On Applicability Of New Public Management Theory In China

The development and improvement of new public management theory and theeffective practices in western developed countries have provided learning referencefor the reform of management system of our government since the eighties of the20thcentury. Our country has tried some advanced ideas of new public managementimplemented in western countries successfully, and promoted the reform ofgovernment management system effectively. With the full implementation of the12thFive-Year Plan, the contents of development plans are operated all over the country,so some successful cases are needed in the reform progress. After the18thNationalParty Congress, there will be new reform carried out in political area of our country,and during this key period that will break new ground for the future, it is significantto search for the new direction of further reform of management system for ourgovernment.As the “Frontier of China’s Reform and Opening-up” and “epitome of theModernization of Shanghai”, Pudong New Area of Shanghai always walks ahead ofothers in the reform, and devotes itself to establishing a reform template. Pudongapplied idea of new public management to plan the administration mode that haddeveloped well when it was established at first, and designed governmentmanagement system depending on the management idea of Small Government andLarge Society definitely, and tested the applicability and availability of the newpublic management theory to resolve the drawbacks of traditional system. In the laterseveral adjustments of management system, Pudong has introduced some scientificdevelopment ideas of new public management successively, such as performanceevaluation system, one-stop service, E-government and so on. The guidance of newpublic management theory for management system reform of Pudong government has been proved fully through the practices. However, there is still someimprovement room for Pudong government in the reform process: the governmentfunction transformation and organization configuration need to be perfected in somedepartments and some areas; the operation mechanism needs to be improved further;the cultivation of Civil Society needs to be strengthened. Today, facing with newwave of reform of government management system, Pudong will study the advancedexperiences of scientific development deeply, and explore factors that can be learnedin new public management theory and other advanced ideas of governmentadministration further, and carry forward the Pudong spirit of Daring to try andExperiment, Early and Pilot Implementation, and break the bottleneck of reform veryhard, be bold in discovering new path of reform, and establish a new administrationtemplate for government management system of the whole country even the wholeworld, while realizing the great situation of innovation and transformation ofPudong.
