| Since the China’s first public welfare foundation set up in1981, China’s foundations obtain vast growth space and development momentum, under the favorable background of China’s rapid economic development. As public charity had developed, public foundations became known by the public. After decades of development, on one hand, public foundations embark on a path of sustainable development and gain some successful experiences. On the other hand, public foundations also fall into credibility crises with the rapid development of information technology. How to manage more professionally and to develop further is under extensive discussion, which makes us think deeply about the existing management mode and future development direction of public foundations. This paper begins with the definition of foundation and public foundation, explains its origin and nature of the foundation as well as introduces the development status of Chinese public foundations. The paper takes Pudong New Area Branch of Shanghai Charity Foundation as an example. Through an in-depth study of the public foundations, it points out the relationship between government, social organization and market. It concludes the problems and difficulties that the current public foundations are facing. The purpose is to analyze the specific conditions of management mode, and put forward a condition, innovation management framework and cooperation mode, which promotes the sustainable, high speed and sound development of public foundations in the near future. |
