| The global economic integration is driving regional economic development.Local governments have opportunities to achieve cross-regional cooperation throughcooperation agreements,joint meetings,joint declarations and so on.However,there hasgreat contrast between the strong desire of cooperation and the disappointed effect ofimplement for inter-local governments.So,we should pursue effective, comprehensiveand feasible way for the mechanism of performance.This is a necessary question weshould answer during the cooperation of inter-local governments.Cooperation agreements belong to the product of practice. Owing to differentsystem of governments and legal rules between different countries, there have somedistinguishes on the performance of cooperation agreements. In china,with the rapiddevelopment of regional economic,cooperation agreements are fully accepted by thelocal governments. But due to some reasons such as absence of law, the mechanism ofperformance about cooperation agreements still have not been perfect.Firstly, the article defines the concepts about cooperation agreements of relatednotions and points out the phenomenon that the cooperation agreements is not fullyperform. And then choose federal system of the United States and unitary system ofJapan,expound the mechanism of performance about "compact" cooperationagreement and "restricting" cooperation agreement respectively. Next, the authormakes a theoretic analysis on the mechanism of performance and points out some reasons including local governments,civil society,opportunism,legal rules, reguationsand so on that hindering cooperation agreements smoothly performance. At the finalpart the author comes up with the institutional framework, gives advice andsuggestions respectively on building democratic cooperation agreements, perfectingthe mechanism of performance assessment,setting the mechanism of incentive andconstraint, establishing and perfecting the mechanism of dispute and coordinate. |
