Nowalmost all countries are involved in a trend about administrative reform.From a national perspective, there are many significant achievements in our country.Economy develops rapidly and political democratization degree enhances unceasingly sincethe reform and opening. However, as the construction of socialism with Chinese-characteristicsgoes deeper, there is still a challenge of governmental executive ability. Government at alllevels performs a certain degree of disability in the process of public governance. As a result, itis important to improve execution of government, especially the execution of basic-levelgovernment.In the administrative system of China, country local government is a organizationsof political power at the grass-roots level with complete duties and functions that is set by thegovernment, the middle level between provincial government, municipal government and towngovernment, which is a belt connecting provincial government, municipal government andtown government and a key link, acting as the dual function about city management andcountry construction. And it plays a irreplaceable role in the aspects about urban and ruralharmonious development, the equality of basic public services, shortening the gap betweenurban and rural places and the solution to the issue of agriculture, countryside and farmers.This article is based on country local government in Jilin province and firstly sorts out thetheory of governmental executive ability of the country local government to identify theimportant value of enhancing governmental executive ability. Then, it investigates thegovernmental executive ability all over Jilin province. And it finds a series of problems suchas the lack of executive ability, inappropriate executive enforcement, low executive efficiency,high executive cost, single executive methods and so on. Next, it tries to search for the hiddenreason and advises perfecting the system of decision system to decrease the risk；it innovatesthe public policy and improves the quality of policy; it strengthens the service idea ofgovernment and sets up appropriate public finance; it deepens the revolution of the system ofdecision system and provide a series of solutions to improve the governmental executiveability.
